About the position:   

JFF is experiencing a period of unprecedented growth and is strategically organizing to scale its impact. As a result, we have recently created several new positions and departments to build a solid foundation for growth in support of our mission to drive equitable economic advancement for all. The Senior Director, Government Business Development, is a new position created to provide leadership on the Development team for JFF’s pursuit of public sector funding opportunities, a key pillar of JFF’s current fundraising and future growth plans. The principal focus of this new role is to drive expansion of mission-aligned federal business opportunities, lead the team that supports pursuit and capture for federal grants and contracts, and guide capture of state/local business opportunities in targeted states. The Senior Director will work in close collaboration with leaders of JFF’s programmatic teams across its three Practices, three Centers, Solutions Design & Delivery team, Policy & Advocacy team, and JFFLabs.    

JFF’s focus on public sector fundraising builds on a strong track record in securing and executing federal awards. This includes a broad portfolio of contracts, grants, and cooperative agreements with the U.S. Department of Labor (DOL) and the U.S. Department of Education (ED) over the past 15 years, as well as awards from other agencies, including most recently the U.S. Department of Commerce.  JFF is positioned for federal agency contract procurements, more specifically, as a GSA Multiple Award Schedule (MOBIS) holder, and through Blanket Purchase Agreements for technical assistance with both DOL and ED. JFF’s public fundraising focus also builds on our strong track record in supporting state-level initiatives, in which state labor and workforce, K-12 education, and postsecondary agencies have contracted with JFF. To further grow JFF’s impact, we want to expand and deepen JFF’s portfolio of contracts with existing federal and state agency clients, as well as expand JFF’s footprint across a wider set of federal and state agencies that work at the intersection of education, workforce, and economic development.     

The Senior Director, Government Business Development will report directly to the Chief Development Officer and work closely with other members of the Development team. In collaboration with JFF programmatic leaders, the Associate Vice President of Development, and other Development team members, the Senior Director will be responsible for developing and executing a comprehensive federal business capture strategy, providing leadership to cross-functional teams developing proposals in response to federal and state contract procurements and grant opportunities, and overseeing Development team staff responsible for providing specialized proposal development support for federal, state, and local government grants and contracts.   

 

What you’ll do: 

Strategic leadership and relationship building 

Lead market research and formalize opportunity identification and assessment for federal and other public sector, mission-aligned contract business capture to inform goal setting and planning in collaboration with JFF Program area leaders. 
Guide identification and analysis of federal and other public sector grant RFPs to inform strategy and pursuit of mission-aligned grant opportunities in collaboration with JFF program area leaders.  
Develop and manage JFF’s strategy for outreach and engagement of federal and other public agency clients. 
Execute high-probability capture plans that incorporate specific procurements, competitor analysis, and collaboration with designated JFF capture managers and teams. 
Cultivate, manage, and expand strategic partnerships, as well as project-specific partnerships, to support contract and grant pursuit and execution. 
Project management 

Lead Development efforts in response to public sector contract procurements, managing cross-functional (Program, Finance, Development) proposal development teams. 
Serve as a lead writer and editor on proposals in response to public sector contract procurements and provide oversight of all proposal documentation. 
Oversee Development team’s support of proposal development in response to public sector grant RFPs. 
Guide project-specific partner exploration and negotiation, whether JFF is a prime or sub. 
Advise program leadership, as needed, on client management for successful project launch with new contract awards.   
Analyze proposal outcomes to identify effective strategies and improve JFF’s proposal development process. 
Team Management and Operations 

Build and lead a growing government grants and contracts team (initially 2 direct reports) within Development focused on public sector business capture and grant pursuit.   
Identify and manage internal and external consultants supporting business capture, including proposal development.   
Collaborate with the Chief Development Officer, colleagues in the Development Leadership Team, and JFF’s Resource Management team to manage staffing and resource allocation in support of JFF’s broader grant and contract pursuit portfolio.  
Manage business capture management training for program and Development team staff. 
Refine systems and processes to increase efficiencies in proposal development, including further development of protocols, templates, and boilerplate content for public sector contract bid and grant capture.

Who you are:    

You bring 10+ years of experience with success designing and leading strategies in public sector business capture, particularly in federal agency contract capture and execution in the workforce development and education contexts; experience as well in federal agency grant development and execution is helpful. 
You are experienced in shaping competitive pricing strategies for federal agency contract capture. 
You have the ability to build relationships/partnerships externally. 
You have the ability to proactively identify and strategically assess new opportunities. 
You excel at working collaboratively with cross-functional teams, including project leads, content experts, finance, and other staff from across the organization. 
You are an experienced people manager and can coach, mentor, and support career development for staff. 
You have excellent persuasive writing and editing skills, including outstanding attention to detail.  
You bring a process and systems improvement orientation to your work.  
You can work creatively and analytically to balance multiple priorities, tasks, and sophisticated issues using logical and efficient processes.   
You are skilled at anticipating bottlenecks, making trade-offs, and balancing strategic priorities, people, and impact versus technical constraints.
