The Metropolitan Area Planning Council (MAPC) seeks a professional with expertise in the field of public and environmental health practice and training. The Lead Trainer will help manage and provide training through a new Field Training Hub (FTH) based out of MAPC. The hub is part of a Massachusetts Department of Public Health (MDPH) Office of Local and Regional Health (OLRH) initiative to strengthen public health training infrastructure in the state. The hub also aligns with MAPC Public Health Department’s strategy to support local and regional public health capacity and capabilities across the Metro Boston region.
The Lead Trainer will be part of MAPC’s Public Health Department and will report to the Director of Public Health. The department is a team of planners and public health staff who use a Health in All Policies (HiAP) approach to increase health equity and justice in the Metro Boston region. The Lead Trainer will also work closely with a team of other FTH trainers based out of MAPC who will provide training, outreach, and technical assistance based on the MDPH central training platform and field-based learning objectives.

MAPC operates on a hybrid schedule, combining time in person work with remote work. The FTH Lead Trainer will have some in person requirements related to field trainings and other in person activities required to prepare, implement and follow up on training activities related to work with Central Trainers, hub and local and shared public health (when serving as Subject Matter Expert/technical assistance provider).

Responsibilities (including but not limited to)
- Support management and implementation of training activities of the MDPH OLRH Field Training Hub.
- Work closely with staff from the MDPH OLRH, OLRH Central Trainers, MDPH Bureau of Environmental Health (BEH), and the Massachusetts Department of Environmental Protection (MassDEP) to assess training needs of and training sites in the region served by the Field Training Hub.
- Implement a regional training plan, periodically re-evaluate and, where appropriate, adjust the training plan to meet changing local and regional needs.
- Convene regular check-in meetings with municipal public health department leads, public health staff, and, where appropriate, elected or appointed Boards of Health to ensure that shared public health services and the regional field- based trainings are meeting their needs and expectations.
- Assist with management of the Field Training Hub, including preparing an annual budget, regularly monitoring spending, and assuring compliance with grant deliverables and all grant reporting requirements and deadlines.
- Develop, engage, and maintain strong relationships with MDPH OLRH, municipal leadership and officials, local and regional public health staff, community-based organizations, and other regional field training hubs and providers.
- Provide subject matter expertise to local and shared public health staff for complicated regulatory compliance situations, such as housing, CSP regulations, food safety, and Title 5.
- Work with public health staff within the municipalities to design and implement program initiatives and special projects to improve health outcomes, including, but not limited to trainings, communication, education, community outreach strategies, research projects, advocacy efforts, and grant writing.

Evening events, occasional weekend events, and travel in state are a responsibility for this position. This position will require access to reliable transportation as the job will require travel in the Greater Boston region. MAPC provides support for travel, including MBTA passes, a Zipcar account and BlueBikes membership.
Qualifications
Candidates for this position should have a five years of relevant work experience in the public health, environmental health, or training fields OR a Bachelor’s degree and three years of relevant work experience in the identified fields OR Master’s degree and two years of work experience in the identified fields.
Credentialing or licensure is required at time of hire or within six months of hire in at least three or more of the following — MA Soil Evaluator, MA Soil Inspector, MA Lead Paint Determinator, MA Housing Inspector, ServSafe Food Safety Manager/Food Allergy Awareness recipient, and Certified Safety Professional (CSP).
The successful candidate will demonstrate most or all the following:
- Demonstrated experience and competency in enforcing and training on the housing code, community sanitation regulations, Title 5, wastewater regulations, and/or food protection safety.
- Relevant credentials or working toward credentialing, especially the Registered Sanitarian or REHS.
- Knowledge and experience of training methods and techniques such as on-the-job/hands on/field training.
- Strong oral and communication skills and/or experience with group/meeting facilitation or delivering a presentation to and engaging a diverse group of trainees.
- Experience with workforce development processes, content and curricula development for trainings/teachings, instructional design, learning modules, competency assessment/evaluation, and resource templates.
- Understanding of municipal departments and systems, and familiarity with regional, state, and community-based climate-related and health-related agencies, entities, and stakeholders.
- Understanding of critical health inequities facing Metro Boston and U.S. metropolitan areas.
- Multi-lingual and multi-cultural or cross-cultural experience.
- Experience building and maintaining partnerships with external organizations, including community-based organizations.
- Excellent written, verbal, presentation, and interpersonal communication skills.
- Strategic and analytical capabilities, capacity for innovation, self-motivation, self-learning, and goal-orientation.
- Ability to use Microsoft Office and Microsoft 365.
- Membership and active participation in one or more public health professional associations (e.g., MHOA, MEHA).

Compensation and Benefits:
The salary ranges from $80,000.00 – $90,000.00, depending on qualifications and experience. This is a full-time exempt position. MAPC offers excellent Massachusetts state employee benefits as well as a flexible, supportive, and family friendly work environment and a commitment to ongoing professional development.
This is a grant-funded position through June 2026, with the possibility to extend based on state funding and future programmatic needs.
