Oversee the Food Bank’s Supplemental Nutrition Assistance Program (SNAP) outreach program. Coordinate a team of dedicated staff to administer application, advocacy, and outreach assistance to community members and partner agencies participating in the SNAP program. Act as a SNAP advocate and resource for community members and partner agencies. Lead the data tracking and SNAP-related strategic direction of GBFB.

Position Essential Duties and Responsibilities

Implement the strategic plan for the Food Bank’s SNAP outreach activities by providing Director with oversight and direction for the planning, implementation, and evaluation of the SNAP program.
Participate in the planning, organization, and implementation of SNAP activities as part of GBFB’s strategic plan. Work with the VP of Community Impact to provide insight and recommendations on program expansion, financial accountability, and 
Supervise and mentor SNAP Outreach Associates on SNAP policy, outreach, and application activities. Manage team’s administrative needs such as budgeting, training, performance evaluations and other daily, routine performance-based actions owned by SNAP team members. 
Establish working relationships with partner agencies, program sites, and community partners to promote participation in SNAP via outreach, application assistance, education, and training. Act as an advocate and resource by providing support to these partners with field issues and policy changes.
Utilize GBFB software to manage the Food Bank’s digital SNAP referral initiative. Identify and collaborate with community partners to promote additional SNAP referrals. Evaluate initiative impact and ensure timely and accurate reporting to Feeding America.
Identify growth opportunities for GBFB’s digital SNAP strategy and act as a thought leader regarding what resources GBFB will need to engage in these opportunities.    
Collaborate with the Project Management Office on updates and revisions needed to expand the SNAP partnership referral platform, community, and client management strategies
Oversee the implementation of data tracking tools in GBFB software to monitor outreach data and program results. Regularly report out program data as required.
Oversee and facilitate quarterly federal reimbursement process and quarterly reporting to Feeding America’s Google SNAP Program. 
Maintain current knowledge of Federal and State SNAP policy to ensure barriers and opportunities are identified and addressed. Disseminate information to agencies, internal teams, and community partners. 
Forecast application and meal impact by working with the Director of Business and Data Analytics to identify the influence GBFB’s SNAP work has on communities served.
Collaborate with GBFB’s Government Affairs team to identify policy opportunities that will improve the client experience with the program. Author GBFB SNAP-related blog posts and public comments for proposed rules or policies.  
Act as a resource for the Department of Transitional Assistance (DTA) and community groups, internal teams, and agencies. Advocate on behalf of agencies and clients as necessary.
Coordinate with Development team to provide data for grant applications for SNAP activities.
Represent GBFB at community and professional meetings, including with the SNAP Coalition, Feeding America, and Food Research and Action Center (FRAC).
Act as subject matter expert in local, regional, and national meetings and speaking opportunities.
 

Knowledge, Skills and Abilities

Highly organized with ability to work independently and successfully, multi-task, and meet deadlines.
Proven ability to establish relationships with diverse populations, and a demonstrated sensitivity to issues affecting low-income, food insecure populations.
Motivated, independent personality with strong attention to detail and organization.
Team-oriented with solid interdepartmental communication skills. 
Ability to manage time and delegate responsibilities.
Bilingual in Spanish a plus.
 

Mandatory Education and Experience

Bachelor’s degree in Social Work, Sociology, Psychology, Nutrition, or another related field required. Master’s degree with a focus on public health, program evaluation, or other related fields preferred.  
At least 5 years of experience working in Non-profit/Anti-hunger/Public health sector. 
At least 5 years of experience working with diverse populations, age ranges, and group sizes.
At least 5 years of experience with program management and/or evaluation.
Knowledge of HIPAA laws and compliance required.
Working knowledge of Microsoft Office Suite.
Prior team management experience including budgets, performance evaluation, providing direction, setting priorities.
Valid driver’s license, access to a personal vehicle, and willingness to travel at least 2 days per week within Eastern MA.
Demonstrates the required digital competencies that result in the effective usage of the full range of digital technologies at GBFB.

Ability to work within an open air/cubicle environment
 

Work Environment 

This job is performed in a traditional office setting. 
This job relies heavily on telephonic interaction with clients. 
This job may require work in the community such as with community centers, food pantries.
