GENERAL SUMMARY:

Under the general supervision of the Highway and Grounds Superintendent, supervises and participates in repair of town trucks, sanders and various equipment.  Responsible for maintaining and improving upon the efficiency and effectiveness of all areas under his/her direction and control.  Performs varied and responsible duties requiring a thorough knowledge of departmental operations and the exercise of judgment and initiative in completing tasks, particularly in situations not clearly defined by precedent or established procedures.  Incumbent is called upon to handle a significant amount of details, each varying from the other in substance and content, requiring incumbent to approach workload with flexibility. Incumbent must have knowledge of and follow safe work and construction practices including the use of Personal Protective Equipment and public safety measures. 

 

ESSENTIAL JOB FUNCTIONS:

¨      Plans, organizes and schedules work for assigned crews performing a variety of repair and maintenance duties. Ensures all work is performed in compliance with established policies and procedures as well as applicable safety regulations. Develops and maintains a variety of preventive maintenance schedules for Town vehicles and equipment.

¨      Performs a variety of repair, maintenance and diagnostic functions including welding and metal fabrication, diagnosing electrical problems, and performing other minor and major repairs to ensure the efficient and safe operation of all motorized equipment. Operates a variety of heavy equipment, exercising caution as necessary.

¨      Responds to a variety of inquiries and requests from other departments concerning fleet operations and services and maintains regular contact with a variety of vehicle, equipment, and parts vendors.

¨      Prepares specifications for new vehicle equipment and develops cost analyses and recommendations.

¨      Maintains inventory of parts and supplies, ordering as necessary to ensure adequate provisions.

¨      Responsible for the timely repair and maintenance of gas and diesel fuel pumps.

¨      Performs special projects and related responsibilities as initiated and requested.

¨      Performs other related duties as required, directed or as the situation dictates.

¨      Regular attendance at the workplace is required.

 

SUPERVISORY RESPONSIBILITY:

Directly supervises the activities and performance of and provides functional oversight to Work Crews and Mechanics.  Carries out supervisory responsibilities in accordance with Concord’s policies and applicable laws.  Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

 

EDUCATION, EXPERIENCE & SPECIAL REQUIREMENTS:

¨      Associate’s Degree in mechanical/automotive/heavy equipment maintenance and repair and four to six years of increasingly responsible, relevant experience; or any equivalent combination of education or experience.

¨      Class B Commercial Driver’s License with air brake endorsement.

¨      Massachusetts Hoisting Engineer Licenses: 1B, 2B, 4E, and 4G.

 

KNOWLEDGE, SKILLS & ABILITIES:

¨      Strong mechanical ability and a thorough knowledge of applicable parts and supplies; ability to weld and fabricate metal.

¨      Understanding of policies and procedures related to equipment repair; understanding of EPA requirements.

¨      Ability to communicate effectively and tactfully with the public, co-workers, other employees, departments, officials and other agencies. 

 

WORKING CONDITIONS & PHYSICAL DEMANDS:

Frequent periods supervising or inspecting in non-office environments. Regular periods spent outside subject to weather conditions while inspecting or directing work.

Operates heavy and light trucks, heavy equipment, pneumatic tools, power tools and hand tools. Work performed in the field involves exposure to hazards associated with work near moving mechanical parts, work in confined spaces and work at construction sites.  May be required to wear safety equipment.  Works in wet, cramped, poorly ventilated environments.  Responds to emergencies. 

Frequent periods spent in normal office environment not subject to extremes in temperature, noise, odors, etc. Operates computer, printer, video display terminal, keyboard, calculator, telephone, copier, facsimile machine and all other standard office equipment requiring eye-hand coordination and finger dexterity. Balancing, crouching, grasping, pulling, reaching and stooping may also be required.
